Position

Research and development (R&D), job creation, and capital investment tax credits are an important recruitment and retention tool for Texas communities. These credits, which were initially created in 1999 (SB 441), were abandoned when the franchise tax was replaced with the revised margins tax in 2006. Golden Triangle business supports legislation that reenacts these important credits with the new margins tax, as well as legislation similar to HB 3287 proposed by Rep. Allan Ritter (2007 session) which would have created franchise tax credits for low-income community investments based on the federal New Markets Tax Credit program. With this in mind, the Golden Triangle supports the following legislative policies:

- Support reinstatement research and development (R&D) tax credit incentives created in 1999 (SB 441) and inadvertently abandoned by the new margin (franchise) tax in 2006.

- Support changes to the margin (franchise) tax to allow businesses to subtract from their taxable margin any compensation paid to contract workers that provide a service to that company.

  • City council accepts property tax rate increase

    There will be a public hearing before the meeting at 5:01 p.m. Wednesday's meeting also included a public hearing on the millage rate and budget. There was precious little public input, much like during an Aug. 17 town hall meeting. Only police officer Sean O'Leary and firefighter Rocco Salvatori, both city residents, spoke to council. Both men said the city provides valuable services for the taxes it collects.
  • County residents should expect a big increase in property tax

    The equalized assessed value hasn't declined since 1987, and even then it dropped only 0.9 percent. That means the county must spend $8 million next year to cover this year's costs. The sales tax also is not expected to increase next year. Several departments offered ways to reduce their budgets.

    The commission also voted 4-1 to set a tentative tax rate of $5.68 per $1,000 of taxable assessed property value. Siple was the lone no vote on the tax rate. Both the budget and tax rate could change. A second, final public hearing and vote is scheduled for Sept. 21.

  • Council gives first OK to budget

    He proposed eliminating the repair budget for the parking ramp by Central High School, reasoning the city could sell it. He proposed cutting funding for city lobbying efforts to retain Grand Forks Air Force Base, which the city nearly lost during the 2005 round of base realignment and closures. He proposed eliminating funding for special events and the arts.
